The Peruvian Consorcio de Investigación Económica y Social (CIES) (Economic and Social Research Consortium) is a Peruvian umbrella organisation with 48 institutional members, including think tanks, research centres, NGOs, private consultancies and public agencies. The CIES has a dual mission, to produce knowledge and to assure relevance to those making public policy decisions.

The objective of the CIES Project “Elections Peru: Focusing the electoral debate” is to raise the level of the electoral debate through public policy proposals on key issues for national development. It intended to strengthen both the parties’ policy proposals and the next government’s policies.

The intervention included 5 stages:

1. Production of public policy documents;
2. Discussion of them with main parties’ planning teams;
3. Production of ad hoc resources for the press;
4. Broad dissemination campaign in Lima and regions;
5. Electoral debates.
