The Global Advocacy & Influence Department is a dynamic team that uses the power of IRC’s ideas to solve the biggest challenges facing IRC’s clients. From the drivers of conflict to the needs displaced people, the team partners with politicians, policy makers and civil society to bring solutions to life. The Senior Officer for Advocacy Communications will work closely with the Policy & Solutions, Marketing & Mobilization (M&M), and Programmatic teams to help advance IRC’s strategic vision of using communications as a method to influence policy change and raise our organisational profile. The Senior Officer will lead development of high-profile communications, helping translate sophisticated policy solutions into a coherent and inspiring narrative. They will help the IRC stay consistent on messaging and ensure that our language is inclusive, anti-racist, and feminist. They will also coordinate policy content across markets, and seek opportunities for the IRC to advance its policy agenda and build its public profile.
• Work together with policy leads, advocacy leads, and M&M colleagues to help design and implement robust policy communications plans for all advocacy strategies. This includes the work of IRC’s policy roundtables. Leverage external opportunities and identify creative messaging tactics and/or tactics that list partner or client voices where appropriate.
• Maintain a calendar of policy communications across all markets. Ensure that plans for policy audiences are fully aligned with and supported by M&M and other ER plans.
• Maintain central database of policy recommendations and language (Advocacy Master Documents) across priority areas for use by partners across ER and the broader organisation. Provide input on Communications Master Documents to ensure fidelity to IRC’s influence strategies and our evidenced-based approach.
• Serve as a key point of contact for Policy & Solutions and Advocacy & Influence engagement in external communications joint activities and moments. Participate in meetings with partner teams and facilitate cross-team collaboration.
• Track the humanitarian and broader foreign policy landscape to help understand and identify key moments of opportunity for policy objectives and profile.
• Facilitate the development and editing of internal and external advocacy products (letters, private policy briefs, meeting briefs, reports, op-eds, etc.). Ensure adherence to high standards of quality and consistent IRC voice.
• Steward gender equality, diversity and inclusion both in the culture of IRC as well as in the policy solutions we promote and the ways we wield influence.
• Support a positive team environment by acting openly and collaboratively, supporting colleagues in their work and sharing credit with others where appropriate.

Education: Advanced degree in relevant field such as Public Policy, International Relations or Communications preferred
• 6-8 years of experience researching, writing about, and/or developing advocacy engagement strategies on humanitarian, conflict, migration, or development issues.
• Demonstrated experience in policy writing and communication.
• Experience managing sophisticated projects/efforts across varied partners.
Demonstrated skills and competencies:
• Knowledge of humanitarian aid, conflict, and refugee issues, particularly around long-term displacement.
• Skilled communication skills with the ability to translate sophisticated information into public-facing communications.
• Knowledge of inclusive, feminist and anti-racist/anti-colonial concepts. Ability to incorporate those into messaging.
• Ability to develop, manage and cultivate relationships with partners at all levels of the organisation, including high-level external experts and internal senior leaders.
• Ability to think strategically and holistically across multiple issues. Synthesize complex information and develop innovative advocacy approaches.
• Understanding of how to manage nuanced policy conversations and events aimed at strategic outcomes.
• Initiative and ability to work independently on fast-paced issues, and balance various demands.
Working Environment: Standard office work environment with potential for remote work. Up to 10% travel required.

Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget. Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements.
