Senior Evidence and Evaluation Manager (Global Challenges Research Fund)

The Engineering and Physical Sciences Research Council based in Swindon in the UK is hiring a Senior Evidence and Evaluation Manager responsible for the Global Challenges Research Fund (GCRF).

Reporting to the RCUK Head of Analysis this role will be based within the Policy and Analysis area of the RCUK Executive Directorate.  This role will be dedicated to leading on the collective evidence and evaluation needs of the GCRF and will involve working in close partnership with the RCUK GCRF team and evidence and evaluation colleagues across the Research Councils and other GCRF delivery partners.  On occasions, this might also incorporate evaluations of other ODA (Official Development Assistance) research initiatives such as the Newton Fund and legacy ODA programmes, which provide important contexts and benchmarks for GCRF.

Main Outputs & Activities:

  • have oversight of the collective need for evidence to support GCRF
  • lead on designing, commissioning and overseeing GCRF/other ODA evaluations
  • develop evidence and evaluation frameworks for Research Councils’ collective programmes and initiatives ensuring that linkages with relevant UK Government priorities (e.g. UK Aid Strategy) are well articulated and demonstrated
  • co-ordinate, commission and oversee collective GCRF/other ODA evaluations (of either Collective Fund activities, challenge-based evaluation or others)
  • develop mechanisms to feedback findings from evaluations to inform practice, decision-making and guidance to funders and award holders
  • to provide a liaison/co-ordinating function for Research Councils’ evaluation and evidence leads
  • lead on discussions with other Delivery Partners and BEIS on wider GCRF evaluation requirements
  • identify best practice approaches and capabilities for the evaluation of ODA research, particularly within other delivery partners, other international funding agencies and Foundations
  • advise on GCRF/International Development evaluation requirements within councils
  • lead on GCRF-related landscape mapping projects and support portfolio analysis, including integration of internal and external information to support the GCRF evidence and evaluation needs
  • contribute to cross-council projects and programmes related to, evidence gathering and evaluation.

The GCRF is a £1.5 billion fund announced by the UK Government to support cutting-edge research that addresses the challenges faced by developing countries through:

  • challenge-led disciplinary and interdisciplinary research
  • strengthening capacity for research and innovation within both the UK and developing countries
  •  providing an agile response to emergencies where there is an urgent research need.
