Request for Proposals: Consultancy to evaluate WHO programmes on research uptake

The Assistant Director-General (ADG) of Health Systems and Innovation (HIS) is commissioning an independent review to evaluate the effectiveness of research uptake strategies (use of evidence for improved policy work) used by three departments with the objective to identify best practices, potential synergies or duplications and to facilitate the optimization of strategies to be used by WHO to foster research uptake and evidence-informed decision-making in low- and middle- income countries (LMICs). This review will help all three departments to plan their work and activities related to this area of work and also identify those activities which could be better aligned and organised jointly. The review will be used by the ADG in her follow up with the departments’ programmes and by the Alliance Board in its governance of the partnership. It is expected that the review will be conducted by a team of at least 3 and no more than 5 experts, who will be selected by the ADG, HIS according to their qualifications and complementarity, and based on a consensus recommendation from the three WHO departments.

All proposals should be submitted to the Assistant Director-General of Health Systems and Innovation at ADG-HIS@who.int with the subject heading “WHO Bid Ref. Research Uptake Consultancy” no later than 24 February 2013, 17:00 hours, Geneva time. Please note that the email size limit is 10 MB. The proposal should be a maximum of 5 pages describing the data collection and analyses methods clearly. The CVs of all team members should be included.
