New review of the use of ‘Theory of Change’ in international development

DFID’s Research and Evidence Division recently contracted Isabel Vogal (Isabel Vogel Ltd) to conduct this new report on Theory of Change in international development.

The objective of the report is to improve the use of Theory of Change as an effective tool in international development by:

  • Increasing knowledge of how ToC is actually being used and by who
  • Helping to develop an understanding of what constitutes ‘good practice’ in the use of ToC, and building consensus or common ground around this
  • Helping to build capacity to use it effectively, in DFID and among development partners
  • Contributing to academic and practitioner debates.
